Research, Policy, Innovation and Development Portfolio Lead

Job Summary
The Portfolio Lead will be responsible for developing, marketing and commercialising Growth Pillar’s research, policy, innovation, programme development, monitoring and evaluation, technical assistance, organisational development and professional development services. The position will identify market needs, develop service packages, establish customer relationships, identify and secure assignments, coordinate technical consultants and facilitators, and oversee delivery of assignments. The Portfolio Lead will also lead the development and commercialisation of professional development services and courses, including masterclasses, bootcamps, professional academies and institutional training programmes.

Key Responsibilities
  • Develop and implement the annual business development plan for the portfolio.
  • Identify target customers, institutions, sectors and markets.
  • Identify opportunities in:
    1. Research and evaluation
    2. Policy analysis and development.
    3. Strategy development.
    4. Programme design.
    5. Monitoring, evaluation and learning.
    6. Technical assistance.
    7. Innovation.
    8. Organisational development.
    9. Institutional capacity strengthening.
  • Develop standardised consultancy packages and professional service offerings.
  • Prepare Product Concept Sheets, service descriptions, pricing proposals and revenue targets.
  • Develop and market professional development courses and institutional training packages.
  • Coordinate the development of course outlines, facilitator guides, training materials and learning resources.
  • Identify and engage government institutions, NGOs, development partners, private companies, research institutions and professional bodies.
  • Identify and qualify consultancy, research, training and technical assistance opportunities.
  • Prepare proposals, quotations, concept notes, expressions of interest and technical submissions.
  • Coordinate qualified consultants, researchers, trainers and facilitators.
  • Support the delivery of assignments according to agreed scopes, timelines and quality standards.
  • Maintain an updated opportunity pipeline.
  • Develop repeat business, cross-selling and institutional service arrangements.
  • Track opportunities, contracts, revenue generated and cash actually received.
  • Prepare monthly portfolio performance reports.
  • Contribute to the development of reusable tools, methodologies, training materials and intellectual property.
Required Qualifications and Experience
  • A master’s degree in development studies, public policy, economics, social sciences, research, education, monitoring and evaluation, management or a related field.
  • A bachelor’s degree in a relevant discipline.
  • At least seven years of relevant professional experience.
  • At least three years of experience in research, policy, programme development, technical assistance, training or consultancy.
  • Demonstrated experience developing proposals, technical reports, research products or training packages.
  • Experience securing or managing consultancy, research, training or technical assistance assignments.
  • Experience working with government institutions, NGOs, development partners, research institutions or private-sector organisations.
  • Experience managing consultants, trainers or technical teams.
